In 1922 Prof. Dr. TAKAGI Kenji made an inspection of the schools for handicapped children in Berlin, Munich and Heidelberg. In those days there was no such school in Japan. Later he used his power in the interest of the founding of that sort of school in Japan.
After 80 years I visited the same schools that he inspected and researched thoroughly the actual situations of the schools. Things had changed through two World Wars concerning those schools. It is very important to us that we compare the past with the present of these schools in Germany. In this paper I give careful consideration to many changes of the schools in terms of the origin of welfare in Germany.
